To this end, Zhang Hongmin suggested that as soon as possible through legislation, a strict licensing system should be adopted for the transportation, storage, treatment, and reuse of waste tires, and the encouraged and qualified tire recycling enterprises should be encouraged to enter the waste tire recycling field and be subsidized. And tax incentives, through economic leverage to increase the enthusiasm of formal enterprises engaged in the recycling industry.
