At the scene of the accident, staff of the Public Security Bureau of the Public Security Bureau of the Public Security Bureau are maintaining order and cooperate with the Bureau of Work Safety to conduct on-site inspections. The site of the accident was located in the south of the C-zone (formerly Yangshantun, Saertu District) of the stone market in Sa Da Road, Saartu District. First, the accident happened

At 14:25 on May 15, 2012, Liu Jifeng (male, 34 years old, a peasant in Tengtun Village, southwest of Yongsheng Village, Gulong Township, Guyuan County) employed by Biqin Lin, an individual excavator owner, in Saertu District, Daqing City, was employed by Bi Zhonglin. After signing the agreement, the urban management department notified the demolition staff to leave and left the demolition site.

After excavator driver Liu Jifeng received the evacuation order from the urban management personnel, he reversed the excavator backwards and parked it on the open ground, retracting the excavator's boom and bucket. Since the owner and the driver are still communicating (there was an eyewitness testimony that the owner Li Baolin asked the driver for a business card, and someone confirmed that the driver had a verbal dispute with the owner), the driver Liu Jifeng had not extinguished the excavator. From the right side window of the excavator cab, probe outwards and speak to homeowner Li Baolin standing in front of the excavator. Second, the investigation

After investigation, the property of Li Baolin's pig farm was the real estate of the city's agricultural supply and marketing joint-stock company's agricultural and industrial joint branch. From 1995 to 1996, it was established by the Agri-industry Joint Corporation and was used for raising pigs without license certificates such as property rights certificates. Around 2000, it was leased to Li Baolin for raising pigs, and the annual rent was 5,000 yuan. In 2010, when the government of the Sartu district government demolition and reconstruction in the Tiexi area, it was verified that the pig farm was included in the transformation scope, and made a compensation of 70,000-80,000 yuan according to the examination area. The compensation money has been paid to the supply and marketing joints. Community Agriculture and Industry Branch. The deceased Li Baolin, male, 55 years old, was a farmer in the Min 2 village of Satellite Town, Wangkui County. He raised pigs near the stone market in Sa Dalu, ID No. 232324195709255372.

Third, the cause of the accident

Liu Jifeng, an excavator driver, communicated with homeowner Li Baolin, who was standing directly in front of the excavator, when the excavator was not turned off and the safety locking device was unlocked. During the communication process, the body's buttocks were pressed against the control lever of the right side of the excavator, causing the excavator's boom to fall instantly. The landing process caused him and Li Baolin to die on the spot, which was the direct cause of the accident. The law enforcement officers of the SARA Urban Management Bureau did not promptly urge the excavator driver to leave the scene after he issued instructions for evacuation and demolition. This is an indirect cause of the accident.
