China's Emerging Energy Development Plan: Annual Increase in Production Value by RMB 1.5 Trillion

Zhang Jiangbing, Director of Planning and Development of the National Energy Administration of the People's Republic of China, introduced in Beijing on the 20th that the National Energy Administration has developed a new energy industry development plan for the period from 2011 to 2020. The plan will accumulatively increase investment by 5 trillion yuan directly, increase the output value by 1.5 trillion yuan each year, and increase 15 million social jobs.

Jiang Bing said that after several revisions and improvements, the emerging energy industry development plan has matured and is now ready to be submitted to the State Council for approval. The plan is for the development and utilization of advanced nuclear energy, wind energy, solar energy, biomass energy, geothermal energy, unconventional natural gas and other new and renewable energy sources, and new energy technologies such as clean coal, smart grid, distributed energy, and new automotive energy. Industrial applications have been clearly deployed.

According to preliminary calculations, after the implementation of the emerging energy industry development plan, China will greatly reduce China's excessive dependence on coal demand by 2020, reducing sulfur dioxide emissions by approximately 7.8 million tons, and reducing carbon dioxide emissions by approximately 1.2 billion tons.

In addition to the emerging energy industry development plan, the National Energy Administration of the People's Republic of China is still preparing the "12th Five-Year Plan" energy development plan. During the “Twelfth Five-Year Plan” period, China will strengthen the development of clean energy and non-fossil energy in particular while implementing the guidelines of “Save First, Develop at Home, Diversify Development, and Strengthen Environmental Protection”.

Jiang Bing said that by 2015, China's natural gas utilization will reach 260 billion cubic meters, accounting for 8.3% of the total primary energy consumption from the current 3.9%; the scale of hydropower utilization will reach 250 million kilowatts, and the scale of nuclear power utilization will reach 39 million kilowatts, the proportion of hydropower and nuclear power in primary energy consumption will increase by 1.5 percentage points; the scale of renewable energy such as wind power and solar energy will reach 110 million tons of standard coal, which accounts for 1.8 percentage points of primary energy consumption.

By that time, the proportion of non-fossil energy in China's primary energy consumption will be expected to reach about 11%; the proportion of coal in primary energy consumption may drop from 70% in 2009 to 63% in 2015. Jiang Bing said that this will change China's coal consumption ratio has remained high for many years.
