For smooth implementation, it is necessary to equip the corresponding vehicle oil products, and the oil standard should be upgraded.
Beijing Municipal Environmental Protection Bureau and Beijing Municipal Bureau of Quality and Technical Supervision organized the Beijing Institute of Standardization, China Automotive Technology Research Center, China Petroleum & Chemical Corporation Petrochemical Research Institute, China National Petroleum Corporation Petrochemical Research Institute, PetroChina Chemical Industry Co., Ltd. Beijing Yanshan Branch, Beijing Motor Vehicle Emission Management Center, Tsinghua University, Jinan Automobile Testing Center, Sinopec Economic and Technological Research Institute and domestic and international mainstream automobile factories set the local standard for the fifth phase of automotive gasoline and diesel in Beijing. With reference to relevant standards at home and abroad, combined with the actual situation of China's petrochemical enterprises, experts have demonstrated and verified the oil quality of Sinopec and other major automobile manufacturers, research institutes and testing institutions. All relevant parties and social opinions were constantly revised and improved, and finally passed the expert demonstration meeting by industry experts and the National Standards Committee, the Municipal Development and Reform Commission, the Municipal Science and Technology Commission, the Municipal Economic Information Commission, the Municipal Transportation Commission, and the Municipal Administration of Industry and Commerce. The Beijing Municipal Bureau of Quality and Technical Supervision officially released the fifth phase of the standard for motor gasoline and motor diesel in Beijing on May 7. The fifth phase of "vehicle gasoline" and "vehicle diesel" respectively stipulates the product classification, marking, technical requirements, test methods, sampling, packaging, marking, and the classification of gasoline and motor diesel in the fifth stage of Beijing. Content requirements such as transportation, storage and safety are mandatory standards.
Relevant EU standards, national standards and industry standards are referenced in the standard setting process. Compared with the fourth phase of Beijing's local standards, the most important changes include:

Refer to the national V-stage motor gasoline recommendation index and the European vehicle gasoline standard (EN228:2004) given in the data-based appendix of China's national standard "Vehicle Gasoline" (GB 17930-2011), combined with China's petroleum refining process. The actual situation, according to the change of gasoline octane number, the fifth stage of the standard gasoline fuel grade in Beijing was adjusted from No. 90, No. 93, No. 97 to No. 89, No. 92, No. 95, respectively, and to help consumers understand The change in the grade of the gasoline, according to the comments of the expert review meeting, added an introduction to the standard to explain.
As countries continue to tighten their vehicle exhaust emissions requirements, reducing sulfur content in vehicle fuels has become a major indicator of improved vehicle fuel quality worldwide. This is because the presence of sulfur in the fuel can cause poisoning of the catalyst in the exhaust gas catalyst, thereby reducing the conversion efficiency and failing to achieve the goal of reducing emissions. At present, the process for reducing the sulfur content in gasoline widely used in the refining industry is hydrodesulfurization and adsorption desulfurization. The implementation of these processes will cause the octane number of gasoline to decrease to some extent. At present, China still lacks the production means of high-octane gasoline components, so the domestic gasoline octane number will decline in the future. At present, the use of manganese-containing additives in China has compensated for the octane deficiency to a certain extent, but the automotive industry is opposed to the addition of metal antiknock agents to gasoline. For this reason, in the Phase V gasoline standard, it is required not to artificially use manganese-containing additives, which makes it difficult to maintain the original octane number of domestic gasoline. Therefore, it is in line with the actual situation in China to adjust the domestic gasoline grades in a timely manner. According to the authoritative testing organization test, the standard No. 89 motor gasoline is suitable for vehicles that used the No. 90 motor gasoline. The No. 92 motor gasoline is suitable for vehicles that used the No. 93 motor gasoline. The No. 95 motor gasoline is suitable for the original. A vehicle that uses No. 97 car gasoline.
3. The limit of manganese content of motor gasoline is reduced from 0.006g/L to 0.002g/L.
4. In order to prevent insufficient combustion due to low vapor pressure, affecting emissions, increase the lower limit of the vapor pressure index of gasoline for vehicles. The summer and summer vapor pressure limits are 45-85 kPa and 42-65 kPa, respectively.
5. According to the change of oil refining process, adjust the density and kinematic viscosity of vehicle diesel.
The adjusted standards are generally stricter than the national fifth-phase recommended indicators, and are basically in line with European standards at the same stage.
The two standards are supported by China Automotive Technology Research Center, Jinan Automobile Testing Center, Beijing Motor Vehicle Emission Management Center, and PetroChina, Sinopec and domestic and international mainstream automobile factories. The main brands of 20 light buses and 8 heavy-duty engines are in accordance with relevant standards. The test results show that the newly formulated oil standard can meet the requirements of the fifth stage vehicle use, and can also meet the standard use of vehicles from the national first stage to the national fourth stage, and promote pollution reduction.
The main reason for the reduction of the use of the five-stage oil after using the vehicle is that the further reduction of the sulfur content, the toxic effect of the sulfide on the purifier is further reduced, the conversion capacity of the purifier is improved, and the emission reduction of the vehicle is realized. . The research results at home and abroad show that the quality upgrade of gasoline and diesel for vehicles contributes a lot to the emission reduction. Taking nitrogen oxides as an example, the data of Europe and the United States show that gasoline vehicles reduce emissions by about 20% and diesel vehicles by 7%. The China Automotive Technology and Research Center has shown that the use of gasoline vehicles in the fifth phase of oil use emissions reduction of 15%. More than 5 million vehicles in the city use the fifth stage oil products. The emission reduction effects of nitrogen oxides, carbon monoxide and hydrocarbons are obvious, and PM2.5 will be simultaneously reduced.
In order to ensure safety and quality of replacement, in accordance with established practice, the new standard is subject to natural replacement during implementation. The replacement period is from May 31, 2012 to July 31, 2012.
